Children and Young People in Herts: A Changing Demographic Picture

Press Red data suggests the demographic profile of children and young people in Hertfordshire is changing.

A recent report produced by insight partners Press Red highlights a significant shift in the profile of children and young people (CYP) in Hertfordshire. While the overall number of CYP has remained relatively stable at around 193,000, the characteristics of this population have changed considerably over the past decade and are expected to continue evolving in the years ahead. The report reveals that, compared with 7–10 years ago, there are now 17,000 more children eligible for free school meals and 6,000 more living in relative low-income families. Children eligible for free school meals now account for 14% of Hertfordshire’s CYP population, underlining the growing financial pressures faced by many families across the county.

 

From a sport and physical activity perspective, these changing demographics are particularly important. Hertfordshire’s latest Active Lives Children and Young People Survey highlights an “inequality matrix” – a combination of characteristics associated with lower levels of physical activity. Low affluence, girls and other gender, lack of field or outdoor space and those of an Asian or black background were all highlighted as factors of the inequality matrix, and for those possessing 2 or more characteristics the likelihood of meeting physical activity guidelines drops 11% compared to those sharing none of the listed inequalities.

 

As the number of children facing these challenges continues to increase, targeted action is essential to ensure every child has the opportunity to lead a healthy and active lifestyle. Programmes such as HAPpy, and the partnership’s place-based work, play a vital role in supporting children experiencing inequality and helping them access opportunities to be active. Their impact has contributed to maintaining strong activity levels among Hertfordshire’s young people despite the growing challenges many face.

 

Notably, the changing demographic picture is also evident within education settings. Today, one in five children in Hertfordshire are identified as having Special Educational Needs (SEN), compared with one in seven in 2017. Herts Sport & Physical Activity Partnership (HSP) is proud of its work with Inclusion 2028, helping to create more inclusive opportunities for children and young people with additional needs. This year alone, 11 Inclusion 2028 events have been delivered in partnership with the No Limits 2026 campaign, creating positive and accessible experiences that support participation in sport and physical activity for all.

 

Ultimately, sport and physical activity play a vital role in supporting children’s physical health, mental wellbeing and personal development. As Hertfordshire’s demographic landscape continues to evolve, so too must the way opportunities are designed and delivered. HSP remains committed to working with partners across the county to ensure that every child and young person, regardless of background, ability or circumstance, has access to high-quality opportunities to be active.
