A new county-wide initiative, Inspiring Steps, has been launched by the Herts Sports & Physical Activity Partnership (HSP) in partnership with Apex, offering young people aged 14–19 a structured pathway into coaching, leadership and community volunteering. The programme brings together accredited qualifications, hands-on experience and targeted mentoring to prepare the next generation of community coaches and sports leaders in Hertfordshire.
Through Inspiring Steps, participants will work towards Sports Leaders Level 2 and Level 3 qualifications, supported by a dedicated network of mentors. These mentors—many of whom are ex-leaders or early-career professionals—will guide young people through their volunteering hours and provide ongoing reflective support. Coaching placements will take place across school sport, community clubs, HAPpy Camps, Park Tennis sessions and wider outreach settings.
A key strength of the programme is the coordinated partnership between HSP and Apex. HSP bring strategic leadership, links with National Governing Bodie, access to county-wide networks and development opportunities, while Apex lead on programme delivery, school engagement and the mentoring framework. The programme is a unified model that aligns local community needs with high-quality youth development.
The initiative also introduces HSP’s “20 Under 20: Hertfordshire Rising Stars”, a new recognition scheme celebrating 20 outstanding young leaders from a range of sports. These individuals will receive enhanced mentoring, contribute to programme design and act as ambassadors for future cohorts.
Inspiring Steps is expected to generate more than 3,750 volunteer hours annually, supporting football clubs—working closely with Herts FA—school sport networks, multi-sport festivals and youth camps. All volunteering hours will be formally logged and verified to support UCAS applications, CVs and employability.

We know the sector is facing significant workforce gaps and those gaps will only grow unless we take proactive and ambitious steps now. Inspiring Steps creates a clear, supported pathway for young people to develop their skills, gain real experience and feel confident stepping into coaching and leadership roles. This programme is not just about filling vacancies—it’s about building a resilient, skilled and passionate workforce for years to come.”
Several schools, including Hertswood, Kings Langley and Croxley Danes, have already confirmed participation. Further engagement is underway with Onslow St Audrey, Barnwell Academy and others across the county.
